President Trump Stirs Controversy With Bizarre Midterm Campaign Promise
During a speech at the RNC Midterm Convention in Dallas, President Trump offered an unprecedented financial incentive conditional on the Republican Party’s victory in the November midterms.
The President announced a $5000 dividend payout to every American adult should the GOP retain control of the House and Senate.
Questions have been raised about the legality of the measure. While national payout programs have existed in the past, including COVID-19 stimulus checks in Trump’s first term, federal dividends have never been proposed as contingent on election results. Skeptics including California Governor Gavin Newsom argue the plan is a desperate case of bribery. However, many legal experts liken the dividend to a traditional campaign promise, with the proposal lacking discriminatory qualifiers such as the recipient’s party registration or voting record.
While the payouts may be technically legal, the President is expected to face legislative obstacles should the incentive reach Congress. Even with both chambers under GOP control, dissidents within Trump’s party may vote against the measure, citing financial concerns. If Republicans manage a win in November, Trump would likely be operating under razor-thin congressional margins. A few renegade votes could send the plan crashing down.
Economists estimate dividend payouts to cost over $1.2 trillion. The White House responded to budget doubts by claiming the initiative would be primarily funded by tariffs. The United States collected $195 billion in tariff revenue in FY 2025, which would cover approximately 16% of the cost of Trump’s plan. Of that $195 billion, about $166 billion was ordered by the Supreme Court to be refunded in February 2026. The remaining revenue would cover just 2.4% of the payouts, potentially adding over $1 trillion to the national debt.
The United States midterm elections will take place on November 3, 2026.

Great work Andy! A very informative and fun read, keep it up!
